This handy little tester can help test the LEDs or determine the correct resistance for the brightness you want. Ranges from 2 mA to 160 mA.
To test an LED, insert it into the holes for the desired milliamps. The holes are in increments of 2 mA in the first row of a range of 2 mA to 32 mA. The second row has increments of 5 mA for a range of 20 mA to 160 mA.
Once you have the correct mA, use this formula to determine the necessary resistance.
Resistance = Voltage / Current
If the brightness of the lamp is correct to 15 mA and the decoder has an output of 12 volts DC: 12 / 015 = 800 Ohms.
